He played college football at Arizona State and has also spent time on quite a few NFL practice squads since going undrafted in 2013. Ross has spent time with the Titans, Chiefs, Bears, Lions, 49ers, Bills, Cardinals and Washington before landing with the Hotshots.This is almost certainly nothing more than a depth move and a chance for Ron Rivera to take a look at him during offseason workouts.
